Environmental Assessment

Environmental - Comments focused on impacts to wetlands, pollutant runoff, noise, and disruption
of wildlife. With regards to Alternative B, concerns focused on
segregation of farmland, visual resources, and historic resources.
Noise - Concerns focused on truck noise, particularly jake brakes, and the impacts to humans
and wildlife. Attendees felt that an earthen berm and restricting
truck traffic would help reduce noise levels, as well as reduce
accident risk.
Access - All in attendance at the open house acknowledged the current access
problems. Attendees opposed a raised median for the following reasons:
limited turn movements, lack of roads in the area to turn around,
and inconsistency with other roads in the area. Business owners
were concerned with having sufficient access in both directions
and entrances to accommodate semi-trailers.
Design - Comments
supported the proposed typical sections as displayed at the open
house, opposed the raised median, and liked the sidewalk. In addition,
there was concern over the proposed speed limit along the new route
(Alt. B).
Alternatives A4 and A5 - Comments received in
support of A4 and A5 include: maintaining noise and traffic within
the existing corridor, minimal wetland disruption, it maintains
the open space, and it does not disrupt current agricultural uses.
However, negative comments were expressed towards the high number
of home and business impacts. One concern noted the potential negative
effects A5 could have on the water table.
Alternative B - Comments received in
support of B focused on the limited impacts to homes and businesses
compared to the other alternatives. However, opposing comments include
the following: it would destroy more croplands and wetlands, there
would be more aesthetic impacts, and it would disrupt current agricultural
practices.
Use of the Comments Both agency and
public comments have been compiled and will be reviewed by CDOT
and the project team. The comments are being considered as the EA
progresses.
